Ideally we'd have 100% of talented hackers work on improving the code, and 0% trying to break our computer infrastructure. If all the people who can hack work on improving computer security, computers will be perfectly secure. In the real world we want to get as close to that as possible.
These shootings are the result of structural problems in society, you can't fix it with the police. Just think about it, you want to break into people's minds, and then determine if they are a threat (which on it's own will create more enemies, because people really hate having their minds violated) and then you want to send storm-troopers to kill them, based on some mode of judgment, that has a really good chance at turning into random state terror. You're also going to sacrifice many of these storm troopers. Instead of trying to solve social problems you pit people against each other into a fight to the death. Why do you think the police doesn't intercept the shooters even if they know about it. It's simple, they don't want to be gunned down either. You can rage about increasing internal police discipline measures all you want, but they will still avoid it, because getting shot is worse.
You might even create a new type of shooting. People who wanna go out in a burst of gore, will arm up, prepare a battle arena and then bait your enforcement system into sending them a bunch of gladiators. The system will also be abused for assassinations and that will turn the police into predators in the eyes of people. When people are threatened by predators they can't fend off easily, they set traps. Angry grandma with a pipebmb will will beat your attack squat in a set-up. It could even turn into a cyber-dystopia-betting-sport.
If you are going to make the police do horrible things it's going to become even worse than it already is, because normal sensible people won't join your police-force, you'll get psychos who like having petty-tyrant powers over others and like to inflict harm. And that's also going to be the people who police the rest of society. Always itching for an excuse to use violence.
You have to start thinking about how you improve the social environment so people don't grow up into mass-shooters. To gain any utility from punitive measures, you ought to go after those who benefit from this mayhem. Because they are likely the ones that are perpetuating it. If there are people who profit off mass-shootings, you can bet your ass they will find a way to keep it going.
If you create a society with a solid social foundation, you can use the police to maintain it. But you cannot use the police to compensate for a society without a good social foundation.
