Not an answer but another example of this happening would be the IRA. After the Good Friday Agreement they started doing some vigilantism by taking out drug dealers and their operations. However after doing this some of their members started to allegedly sell off the dealer's stock and took over the drug market in parts of Ireland and the UK. They're also involved in a bunch of other criminal shit, which is what most of the IRA does now.

I guess the Colombian guerillas could be accused of doing something similar with the cocaine trade, but at least they're using the money to fund their armed struggle.

When?

I think the simplest answer is making sure that members are brought in with the expectation and duty to serve the people first with whatever they might need at that time, rather than going straight to arming them. Either they will give up and become a criminal somewhere else or become conscious of the people's needs and prove themselves as an honest member.
