Basically everyone in power in the NCR is specifically invested in halting the industrial progress of the NCR so they can proliferate and reproduce their power through constant expansion into places like the Mojave so they can expand their agri-buisness through the depletion of the natural resources of the region (especially what little unpolluted water is left in the region, groundwell water) to keep up their cattle farms and pre-industrial plantation-style farms. Hell, they've barely got a fucking railroad system going by the time of NV and they use literal slave labor to do it. The NCR would inevitably create a mass ecological crisis in the region through their unbound exploitation of the land and large-scale pollution through mass-farming that they might cause their own miniaturized apocalypse before they could even go through causing another nuclear one.

This is a dictatorship of the bourgeoisie - a fascist (or at least fascistic) state - one that would be inherently opposed to leftist aims.

He's literally an accelerationist who's trying to jump start fascism and the need to rebel against capitalism because the NCR is too stagnant to ever incite a revolution, so he rolled up his sleeves and said "if you gotta have a fascist dictator to revolt against, you gotta do it yourself". What irked me with NCR is that they've got these two big-ass AA-guns at Hoover Dam. But they've got no howitzers. The Boomers are blowing any trespasser to kingdom come like there's no tomorrow. There's the Sierra Army Depot in Fallout 2 where you can fire a howitzer and so on. You can get rocket launchers + rockets from traders.

But NCR can't be arsed to let them have just a couple of howitzers to harass The Fort with.
