It's more like a stand-alone expansion than a new game. It is the same multiplayer with one new mode plus some dumb PvE stuff tacked on. It should have been released as an expansion or free update for the original game, but they got to squeeze more money out of everybody. They're not actively developing content for it rn because they are focused on other games (like HL:A), so its up to the community to keep the game alive.
