I had to look it up, but the short of it is the "formal launch of the US-Saudi Arabian special relationship." Since it happened specifically in 1945, I assume there's more to it than that. Do you know more about it, OP?

I don't know but I found it on Wikipedia because Mark Fisher played Burial's songs in a talk video and his music was used in Adam Curtis documentaries such as:
