I would say eugenics are already underway, and if not they will be shortly at global scale
We're undergoing a massive population bottleneck with falling birth rates everywhere. Every modern urban society does, places like india or latin america are already on par with much of the west and africa falling faster than expected
People can choose nowadays not to have kids if they "can't afford them" (aka financial or spiritual bankruptcy and theres a genetic aspect to it), "haven't met the right person yet" (aka your standards are too high and you can't meet them, meaning you are unfit yourself and effectively weed you and your potential unfit match out of the genepool), or find some kind of substitute in pets, videogames, tv binging or some variation of brainrotting which signals an undesirable infantile disorder.
It is true though that a section of people will still have kids regardless of these factors due to poor planing or access to contraception but that subset gets smaller and smaller and less statistically relevant
Elites don't seem to care much about birth rates except for making up for the rough edges via immigration, but once they have AI/robotics figured out they will clamp down on that as well. At the end of the day aesthetic markers like melanin or eye color are easier to genetically engineer than complex aspects like intelligence, physicality and the like which involve a ton of separate traits no one quite knows how they work together and are riskier to tamper with
