The political line in Iran is between the bazar and the barracks. Which means it is simply a struggle for money. This, I imagine, has exacerbated since privatizations (the IRGC had its own economy, now they depend from the budget). It is of course also a pseudo ideological difference, the bazar likes soft rhetoric, the barracks a hard one. The bazar is the stronger hand to the point it kills the barracks people with impunity, simply pointing at the mossad. The nuclear scientist are barracks (nukes aren't real, they just take money). In June the barracks were completely decapitated. Khamenei is bazar.
