Was this the first time that "black bloc" saboteurs showed up to commit petty crimes and provide pretext for violent crackdown on protest? I can't think of an earlier time in which this technique was used.

Would the public have consented to their violent crackdown if the smashies hadn't smashed? To a lesser degree there was some punishment: the Seattle chief of police didn't get re-elected afterward.
