You're confusing human migration with settlement. "Settling" in this context is a term for colonization, used as a shorthand for "settler-colonist" which is a specific thing. There's no evidence that the American Indians or Australian Aborigines were ever settler-colonists. With regards to the Palestinians, they're descended largely from inhabitants of the Levant who converted to Christianity and Islam, and learned Arabic when the region was under Arab rule.

Under Obama specifically? 2016, the last year he was in office, that's the last time Obama called in the military to violate treaties with the Indians. It continued under Trump in 2017, and that particular violation never actually stopped, and is still upheld by the threat of military force. The U.S. gov't continues to violate treaties with the Indians, it never actually stopped doing that.

Thinking a bit more about this, the pipeline expansions were also the result of an Army Corps of Engineers study that bypassed the normal environmental impact assessment process. Throughout his presidency Obama issued executive orders to expedite these pipeline expansions and dodge environmental impact assessments.
