I also kind of think Impiety might actually just be more misanthropy/shock value, too - like, I'm looking at lyrics on Impiety's worst album as far as topics go, and it opens with a song about the Rape of Nanking, which they absolutely would have gotten away with with 0 criticism if they didn't also have songs (and an album cover) about the Holocaust and the Roman Siege of Jerusalem. sect (usually Catholic), anti-Muslim, anti-immigrant, anti-religion generally, reactionary, nationalist, violent, etc. lyrics as they wanted, but if they did one or two songs with similar shocking lyrics, but about Jews,
then they'd be grouped with the racists! Like, it can be as few as three words in an album that's otherwise standard demonic/anti-Christian lyrics like
Kaos Kommand 696 (which is really more death metal, but still) and that will get some people grouping it with the NSBM stuff.
There are a lot of bands like Impaled Nazarene who are definitely right wing nationalists/reactionaries but they don't really fit the narrow mold of NSBM, although tbf that kind of underlines how the category can be kind of silly in a way. Like Varg Vikernes was definitely a Nazi in terms of his political beliefs (if you ever read his denials, it boils down to "how can I be a Nazi when I'm not a socialist" and "I don't hate Slavs," which are not particularly convincing denials), but Burzum's music/lyrical content wasn't explicitly about that so it's typically left out of discussions of NSBM.
Real NSBM… Graveland, Absurd, Satanic Warmaster, Grand Belial's Key, Nokturnal Mortum. Tbf, the last two are pretty good, and Satanic Warmaster isn't bad from what I've heard (although I've barely heard anything by them). IIRC there's some debate about whether Nokturnal Mortum's best stuff is NSBM or not, but I still think of them as being associated with it. I will say that there are loads of incredibly suspicious bands who make great music, but most of the great stuff I've heard isn't outright NSBM.
