I can come up with 101 technical ways to neutralize a camera discretely, but that might not be the correct approach, because that's just starting an arms-race.

Maybe the better way to go about this, is putting a performance in front of the camera that makes the guy who put it up, conclude that the camera was a mistake.

Not really, lasers are shitty weapons, it's really hard to aim for something as small as eyeballs. In the real world it was lab-techs that forgot to wear safety goggles, that got their retinas singed. That got fixed by bugging people until they wore the protection-gear.

Science fiction unfortunately created the expectation of high-powered lasers as some kind of weapons, when it should have depicted lasers as the equivalent of a power-drill where the drill-bit never dulls and always extends as deep into the hole as you need it too.
