Palestinian Prisoners' Society: New information indicates that "israeli" authorities are escalating efforts to liquidate Dr. Hossam Abu Safiya within the prison system. Detained without charges under the "unlawful combatant" law, Dr. Abu Safiya has been subjected to systematic torture and harsh conditions, including a recent transfer to the "Rakifet" section, a facility known for extreme abuse, starvation, and medical neglect. The Society warned that this targeting of medical personnel constitutes a direct threat to his life and urged international bodies, including the UN and the Red Cross, to move beyond condemnation toward immediate, active protection and securing his release.

Quds News Network | Physicians for Human Rights (PHRI) warned that Dr. Hossam Abu Safiya, director of Kamal Adwan Hospital, is facing an immediate risk to his life, following a visit by his lawyer Nasser Odeh at the underground interrogation section “Rakevet” inside Nitzan Prison.

According to the lawyer’s testimony, Dr. Hossam appeared with his hands and feet shackled, suffering from recent injuries and bruises on his head, face, and neck. He was also experiencing difficulty breathing and speaking, and a severe state of exhaustion that caused him to nearly lose consciousness more than once. It was also confirmed that he is subjected to daily assaults, has lost consciousness several times, and has not received the necessary medical treatment.

Dr. Hossam told his lawyer: “This is the last time you will see me… They brought me here to kill me. I do not see myself alive. This is the end.”

The second issue is the matter of reinforcement and stockpiles. The Israeli army has already received approval to begin a project to arm two new squadrons of combat aircraft (F-35 and F-15IA), but delays in discussions about renewing US security assistance are deeply concerning to the security leadership.

The current aid agreement – estimated at $3.8 billion annually for 10 years – is set to expire in 2028, and in the US administration as well as in Congress in Washington, voices are rising calling for its cancellation or reduction.

A senior security source said that Netanyahu has directed the security apparatus to prepare for a complete cancellation of aid at the end of the next decade, i.e., in about 12 years. It was also decided to allocate about 150 billion shekels in the next decade for armament, as part of a plan to reduce dependence on foreign countries, especially in armament and spare parts.

However, the Israeli army warns that the plan to voluntarily cancel US aid could be dangerous, because "Israel" does not have the ability to produce central platforms itself, such as combat aircraft, refueling aircraft, helicopters, and others. Gaza emergency committee says it will dissolve
The Governmental Emergency Committee says its leadership has submitted its resignation and is ready to fully hand over administration to the National Committee for the Administration of Gaza (NCAG).

It said the move comes in response to the “higher interests” of Palestinians in Gaza, citing the “continuing war, blockade, delayed reconstruction, and Israel’s refusal to withdraw from the territory”.

Preparations for the transfer of authority have been completed, and the committee called on mediators to press for the NCAG to enter Gaza immediately and begin carrying out its duties, “thereby strengthening the resilience of our people and helping to heal their wounds”.

Hamas says handover made to stop Israel’s ‘war of extermination’
We just reported that Hamas announced the dissolution of the body that governed Gaza for nearly two decades, clearing the way for a committee to implement civilian rule.

The move marks a significant political shift by Hamas, which has run Gaza since 2007 after winning legislative elections the previous year.

Since a “ceasefire” took effect in Gaza last October between Hamas and Israel, the group has repeatedly said it is prepared to step aside from day-to-day governance.

“The head of the government’s emergency committee, Mohammed al-Farra, has officially submitted his resignation,” Ismail al-Thawabta, head of Hamas-run Government Media Office, told AFP.

“He has also decided to dissolve the committee to facilitate the administrative and governmental transition to the National Committee for the Administration of Gaza [NCAG].”

The NCAG was created by the Board of Peace that Trump established when he brokered the “ceasefire” between Hamas and Israel in October 2025.

“Hamas has taken a new step in that it will no longer be in charge of the Gaza Strip in order to remove any pretexts for the occupation, which continues its aggression and war of extermination,” Hamas spokesman Hazem Qassem said.

“We hope for the swift entry of the National Committee for the Administration of Gaza, and Hamas affirms its readiness to hand over governmental responsibilities to the committee to ensure its success.”

Under the US-brokered “ceasefire” agreement, about 21,000 Palestinians, including patients and their companions, should have been allowed to leave Gaza for medical care.
But only 7,500 people have been allowed to leave so far.
According to the World Health Organization, more than 18,500 Palestinians, including about 4,000 children, require urgent medical evacuation for life-saving treatment that is currently unavailable in Gaza.
Some 1,200 Palestinians have died while waiting for evacuation since Israel seized the Rafah crossing in May 2024, according to health authorities in Gaza.
Israeli forces destroyed 94 percent of Gaza’s hospitals during their genocidal war on the Strip, and killed at least 1,772 healthcare workers since October 2023.

Board of Peace’s exclusion of UNRWA role in Gaza, attempt to undermine UN mandate and Palestinian refugee rights
The Board of Peace’s announcement of its intention to end the role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Gaza Strip is extremely concerning.

It signifies a highly serious and unlawful overreach of the UN General Assembly’s mandate, which established UNRWA in 1949, and an effort to weaken the Agency’s international role in representing the ongoing responsibility towards Palestinian refugees. This move could lead to its elimination under the guise of reconstruction and stability efforts.

The Board of Peace announced on its official X account that “UNRWA has no place in the new Gaza” and that they are “turning the page on the complex of perpetual aid dependency and conflict.” This statement overlooks the reality that Gaza residents’ reliance on aid is not a dependency culture but a consequence of occupation, siege, starvation, and widespread destruction of their means of survival.

Removing the UN’s role as a witness to the refugee situation does not resolve the conflict; instead, it worsens the underlying causes and solidifies injustice.

The danger of this discourse lies not just in its explicit hostility towards UNRWA but also in what it uncovers about the Board of Peace’s political and legal perspective. This perspective conflicts with international law because it treats a UN mandate, created by the General Assembly and renewed by member states, as an obstacle to be overcome rather than an international obligation to be respected and enabled.

The Board’s choice to endorse inflammatory and previously debunked Israeli narratives against UNRWA, instead of relying on international law and UN resolutions, shows that, in its current form, it is not a neutral mechanism for civilian protection or reconstruction. Rather, it functions as a biased political tool designed to reshape Palestinian realities under the terms of the occupying power, at the expense of Palestinian rights.

The Board of Peace’s position is closely linked to Israeli campaigns of incitement and targeting against UNRWA. It serves as a political extension of these efforts, seeking to lend them false legitimacy by echoing the Israeli narrative. This narrative aims to weaken the Agency’s legal and political status and its connection to the Palestinian refugees’ right to return. Recognised under international law and UN resolutions, this right is not subject to a statute of limitations and cannot be dismissed or undermined by delegitimising the UN institution responsible for addressing the refugees’ plight, until a fair and lasting solution is achieved.

Led by US President Donald Trump, the proposed Board of Peace lacks the legal and moral authority to alter the international approach on Palestinian refugees. This is especially true given its involvement in supporting Israel’s ongoing genocide in Gaza. Any role for the Board must adhere to international law, the UN Charter, and the inalienable rights of peoples. It cannot, in any form or label, supersede UN General Assembly resolutions or terminate the mandate of a UN body, which was recently renewed with an “overwhelming vote” from member states.

The discourse about a ‘new Gaza without UNRWA’ cannot be separated from an attempt to reward Israel for its systematic targeting of the Agency and its role, rather than holding it accountable for the crimes it has committed, including genocide against Palestinians in the Gaza Strip. UNRWA is a UN mandate tied to a refugee case that has not yet been resolved. Any effort to unilaterally end this mandate is a political endeavour to dismiss the right to return, a right that no party has the power to nullify, circumvent, or erase, however the political or administrative arrangements in the Gaza Strip may change.

🟢 Hamas has completed the handover of Gaza's civil administration. With the resignation of Mohammed Al-Farra and the dissolution of the Government Emergency Committee, the transfer to the National Committee is now complete on the Palestinian side, finalized before faction, tribal, and civil society representatives, with a UN observer present.

This was not a concession extracted from Hamas. It fulfills an offer the movement first made in May 2025 and reaffirmed in every negotiating round, ratified by the factions in Cairo last October: to hand Gaza's administration to an independent Palestinian technocratic committee. Al-Farra only inherited this committee because the occupation assassinated his predecessor, Issam Al-Da'alis, with three of his sons and two grandsons, in March 2025.

The committee under Ali Shaath sits in Cairo, its entry blocked by the occupation, which dismisses the step as a deception and vows not to move until the resistance disarms. The civil file is closed, while disarmament was never on the table. Hamas has done what it pledged, and only the occupation stands between the committee and Gaza.

US lawmaker Ro Khanna says he was detained by armed Israeli settlers during West Bank visit
US Congressman Ro ⁠Khanna has said Israeli settlers wielding US-made rifles detained him as he made a visit to the occupied West Bank earlier this week.

Khanna told Reuters that his group’s van was surrounded by Israeli settlers wielding M4 rifles on Wednesday as he toured a part of the southern West Bank where Israeli settler attacks are frequent.

“We were at a village that Israeli settlers had destroyed, they had destroyed the school, they had destroyed that village, and we were just looking at it,” Khanna, ⁠a progressive lawmaker from California, told Reuters.

“And these hoodlums come in with machine guns – M4, an American-made machine gun – and they detain us. They block off the road. And then they call the [Israeli military] and the [Israeli military] is on their side, not on the side of the Americans,” Khanna said.

In a post on X, Khanna said that Israeli military forces “continued our detention” once they arrived, adding that they “made a huge mistake”.

An aide to Khanna who was in the group, Cameron Kasky, said they were held for more than an hour and made appeals to the US embassy in Jerusalem for help. A group of officers ‌who appeared to be police eventually intervened, leading to their release, Kasky said.

Four Israeli settlers apprehended after allegedly attacking CNN media team: Israeli police
Four Israeli settlers have been taken into custody after they allegedly attacked a vehicle carrying a CNN media crew in the town of Sinjil in the occupied West Bank, reports The Times of Israel.

The newspaper cites Israeli police as saying they were called to the scene over a report that the settlers had obstructed and damaged the media team’s car.

Israeli police officers detained four of the settlers and seized their vehicle, in which they found clubs and a knife, police said, according to the publication.

As we reported earlier, Israeli settlers have carried out several other attacks in the occupied West Bank today, including destroying a farm in the al-Masoudiya area and wounding four people in Masafer Yatta.

Exclusive: Fergie Chambers facing US extradition over dubious ‘terrorism financing’ charges
The Grayzone has reviewed a sealed indictment for pro-Palestine donor Fergie Chambers, who was arrested in Spain on dubious money laundering charges concocted by the Trump DOJ. His partner accuses the US government of “political persecution.”

Fergie Chambers, a communist philanthropist and heir to the Cox family fortune, has been jailed in Ibiza, Spain, on the orders of the US Department of Justice. According to a sealed indictment seen by The Grayzone, Chambers now awaits extradition to Washington on dubious federal charges of “international money laundering… with the intent to provide material support to and resources to foreign terrorist organizations.” If deported to the US, he faces up to 30 years in prison.

On July 10, six Spanish police vehicles surrounded Chambers’ car while he drove through Ibiza with his family, before detaining him. Since his arrest, he has been denied bail and contact with the outside world. Chambers’ detention marks the first time an individual has faced extradition to the US from Spain for supporting the Palestinian cause.

An heir to the vast Cox family fortune, in 2023 he cut ties with his family and sold his stake in Cox Enterprises, receiving an estimated $250 million. Vowing to use this money to fund social activism and international solidarity work, Chambers has since donated over $1 million to humanitarian projects supporting those impacted by the Gaza genocide, and to support pro-Palestine activist groups and news outlets.

The sealed indictment offers no evidence that Chambers has donated any money to “foreign terrorist organizations.” It merely states “Chambers made numerous transfers of funds from banks in the US to banks in Tunisia,” where he relocated in late 2023.

It appears Chambers used those funds for seemingly legal purposes, including investing in local businesses and sponsoring the Club Africain football team, which in May became champion of the Tunisian Ligue Professionnelle. Chambers has bankrolled similar enterprises, along with political and social causes since the early 2000s, including paying the bail and legal fees of imprisoned left-wing activists.

“The Department of Justice is politically persecuting Fergie [Chambers] because he is using his wealth to support Palestine, and help people facing genocide in Gaza. His crime is dedicating his life to building a better society, rather than exploiting people, extract wealth and profit from war,” Stella Schnabel, Chambers’ partner, told The Grayzone. “He should be home safe with our family and continuing his important humanitarian and social advocacy, not incarcerated in a foreign jail facing effective life imprisonment back in the US.”

Chambers’ arrest comes amidst bitter tensions between the Trump administration and Spanish government, with Washington lashing out over President Pedro Sánchez’s criticism of Israel’s assaults on Gaza and Iran, and his refusal to allow Washington to use his country to stage attacks on Iran.

Chambers’ arrest occurred the same day the Washington Post reported Secretary of State Marco Rubio invited senior ministers from more than 60 countries to a meeting on tackling the alleged scourge of “transnational far-left terrorism.” Critics, including some US officials themselves, charge that the Trump administration is seeking to abuse powerful counterterrorism tools to crack down on left-wing activists.

In May, Trump’s new counterterrorism czar Sebastian Gorka – a pro-Israel fanatic exposed by The Grayzone in November 2024 as a longstanding British intelligence asset – unveiled a new “counterterrorism plan” which explicitly targets supposed “left-wing extremist groups” at home and abroad. A US counterterror official recently told the Washington Post that targeting left-wing activists with accusations of links to foreign terrorist groups “can unlock certain investigative tools,” including intensive surveillance. The false conflation of Chambers’ support for activism with Hamas financing fits neatly into this vision.

In June, eight anti-ICE protestors were sentenced for a combined 450 years for their roles in a riot outside a Texan immigration detention center. The severity of their punishments in large part hinged on prosecutors successfully arguing their use of Signal to communicate, and attendance at book clubs where left-wing literature was read, demonstrated they were part of a coordinated terrorist conspiracy. Chambers’ sealed indictment indicates the Trump administration’s war on Palestine solidarity is going global.

ICC Bureau Changes Rules Midway to Make Removing Khan Easier, MEE Reveals

The executive body of the International Criminal Court has changed the voting process for the potential removal of Chief Prosecutor Karim Khan midway through the proceedings, lowering the threshold required and stripping member states of a separate vote on whether misconduct occurred at all, Middle East Eye revealed exclusively.

The Bureau of the Assembly of States Parties approved the change by majority at a meeting on Monday. Under the original two-stage procedure, member states would first vote on whether serious misconduct had occurred, with a second vote on removal triggered only if that threshold was met. Under the new process, member states will vote once on a single motion approving both the bureau's finding of serious misconduct and Khan's dismissal simultaneously.

Khan's lawyers at Carter-Ruck said they had not been notified of the change. They told MEE that the new arrangement departs from the bureau's own written procedure in two respects: it removes the Assembly's separate and prior determination of whether serious misconduct occurred at all, and it reduces the threshold for a finding of serious misconduct from a two-thirds majority to a bare absolute majority. They stated: "Altering the rules of a named individual's case partway through, to his disadvantage and without notice to him, raises the most serious questions of lawfulness and of basic fairness."

The 125-member Assembly of States Parties is due to vote on Khan's future at the United Nations headquarters in New York on July 24.

The bureau determined by a two-thirds majority last month that Khan had committed serious misconduct, despite a judicial panel of judges appointed by the bureau itself concluding unanimously that the evidence presented in the UN investigation "does not establish misconduct or breach of duty under the relevant framework." A majority of bureau members then voted to disregard the judges' panel report entirely.

The investigation centered on a complaint from a woman in Khan's office regarding unwelcome conduct of a sexual nature and abuse of authority. Khan has strenuously denied all allegations. The bureau's finding, seen by MEE, did not find misconduct related to the original non-consensual allegations. Khan's lawyers said this finding concerned an allegation that was never put to Khan at any stage of the investigation and does not exist in the original complaint. They stated: "One cannot square the circle of an unproven, strongly denied allegation of non-consensual sexual misconduct, by replacing it with one of a consensual relationship that has never been alleged."

Khan sought arrest warrants for Netanyahu and then Defense Minister Yoav Gallant in May 2024 over the war in Gaza. The allegations against Khan were first leaked anonymously to media in October 2024, shortly after the warrants were issued. Belgium bans imports of goods from occupied Palestinian territory
The Belgian federal government has approved a series of measures, including an import ban on goods originating from the occupied Palestinian territory.

The import ban was part of an agreement reached by the government last year in response to Israel’s genocidal war on Gaza.

Details on how the ban will be implemented have yet to be finalised, according to Belga News Agency.

The official X account of the British Consulate in Jerusalem was suspended following a series of posts criticizing the treatment of Palestinian detainees in Israeli prisons. On 19 July, the UKinJerusalem account shared a joint statement issued by diplomatic missions including the United Kingdom, the European Union, Canada, and several European countries.

The statement expressed grave concern over the conditions of more than 9,000 Palestinians currently held by Israel, many of whom are subjected to administrative detention without charge or trial. The account became inactive shortly after the posts reached the public, with no updates or explanations provided by the British government, Israeli authorities, or X.

More than 140 Palestinian human rights organizations warned that the disciplinary proceedings against International Criminal Court Prosecutor Karim Khan have turned into a political issue threatening the court’s independence and credibility, especially given their connection to investigations into crimes committed in the occupied Palestinian territories and the Gaza Strip.

The proceedings followed Khan’s request in May 2024 to issue arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Israeli Defense Minister Yoav Gallant over war crimes and crimes against humanity.

Hamas names top negotiator Khalil al-Hayya as new leader succeeding Yahya Sinwar
The appointment coincides with continued Israeli occupation and genocide in Gaza, which Trump’s ‘peace plan’ has failed to end

Hamas named Khalil al-Hayya – its top negotiator and chief member of the political bureau – as overall head of the Palestinian resistance movement, according to a statement released by the group on 20 July.

“The Islamic Resistance Movement (Hamas) announces the election of the brother, leader, and mujahid Khalil al-Hayya as the head of the movement through an institutional consultative (shura) process,” Hamas’s statement said.

This came after the “conclusion of an internal electoral process in which representatives from all arenas of the movement participated – including the Gaza Strip, the West Bank, Israeli prisons, and Palestinians abroad.”

The statement also congratulated Hayya on his appointment – which makes him the successor to the late Yahya Sinwar, former Hamas chief killed in Gaza in October 2024.

Hamas went on to say that it “bows in reverence before our people in the Gaza Strip, who confronted the war of genocide with their lives, bodies, homes, and possessions, transforming their suffering into a beacon for free people everywhere and teaching humanity, once again, the meaning of steadfastness and dignity.”

It also hailed all its “fallen leaders” who were killed throughout the genocide that began on 7 October 2023 and remains ongoing despite a so-called US ceasefire plan.

This included Sinwar, Mohammad Deif, and Saleh al-Arouri, as well as Ismail Haniyeh, who was killed by Israel while visiting Tehran in late July 2024.

Sinwar, whom Hayya is succeeding, was one of the architects of October 2023's Operation Al-Aqsa Flood.

After the genocide began, Sinwar remained on the ground overseeing battle operations and coordinating with commanders and fighters of Hamas’s armed wing, the Qassam Brigades.

Meanwhile, Hebrew media was claiming that Sinwar was hiding in tunnels. The Israeli military’s manhunt for Sinwar lasted over a year.

He was eventually killed in a clash with Israeli occupation troops in southern Gaza in October 2024.

The Israeli army was unaware that it killed the man it had been pursuing for over a year until examining the bodies a short while later.

An Israeli camera-equipped drone captured the resistance leader’s final moments, where he was seen wounded following the clash.

In the video – which has since made him an icon – despite being gravely injured, Sinwar throws a stick at the Israeli drone filming him, in what many described at the time as a “final act of defiance” against occupation and genocide.

Hayya’s election as Hamas chief comes as a US-backed ‘peace plan’ continues to fail in ending Israel’s genocide.

Deadly attacks have hit the strip every day since Washington’s October 2025 ‘peace’ initiative was launched. Over 1,100 Palestinians have been killed since then, and about 70 percent of Gaza has been occupied.

Tel Aviv is refusing to withdraw its troops until the Palestinian resistance movement in Gaza is totally disarmed – a demand Hamas has refused to discuss until the formation of an independent Palestinian state.

Just last week, Hamas announced the resignation of the Gaza government’s Emergency Committee, in effect dissolving the resistance-led administration which has overseen the strip for close to two decades.

Israeli media downplayed the move and called it a “symbolic” step that would have “little effect.”

According to recent Hebrew media reports, Israel believes Hamas has rearmed at an alarming pace and is therefore readying for the start of a new, full-scale campaign against Gaza.
